An over flight and landing permit

  • An over flight permit is an authorization to enter the Somaliland airspace (12 nm limit) of a given country, overfly, and exit it. The issuing of an over flight permit confirms that there is no political or security objection to your airline, aircraft, or country of origin/ destination, all contracting states permit over flight by other states, but for Somaliland  CAAA prior approval is required in the form of an over flight permit, each country has its own requirements in terms of documents, time to apply, and fees.
  • A landing permit is an authorization to land at a given airport, and in addition to the above, confirms there are no safety or noise objections to your aircraft type, and no commercial objection if you are operating the flight for revenue, this the policy of Somaliland CAAA.
  • A special permit is required where the aircraft is not being operated on a normal certificate of airworthiness and requires approval from the Ministry of Transport, this usually happens for ferry flights or flight delivery.

A diplomatic permit is required where the aircraft concerned is government or military. The Ministry of Foreign Affairs of the country for which you are overflying generally issues diplomatic permits

Airworthiness Responsibilities

Director of civil Aviation and Regulation of Somaliland is here by monitoring and controlling the airworthiness section responsibilities through the ICAO procedures which was signed under the (Convention on International Civil Aviation in 1944 (commonly known as the Chicago Convention), a UN specialized agency was formed known as International Civil Aviation Organization. ICAO works with the Convention’s 191 Signatory States and global industry and aviation organizations to develop international Standards and Recommended Practices (SARPs) which are then used by States to develop legally-binding national civil aviation regulations.

Currently there are 19 Annexes to the Chicago Convention. Out of these 19 Annexes following are wholly or partially related to Airworthiness of the Aircraft. The Annexes are

  • Annex 1 – Personnel Licensing
  • Annex 6 – Operation of Aircraft
  • Annex 7 – Aircraft Nationality and Registration Marks
  • Annex 8 – Airworthiness of Aircraft
  • Annex 16 – Environmental Protection
  • Annex 19 – Safety Management System

Core Functions

The Airworthiness section has the regulatory role in respect of airworthiness through the establishment of standards,
recommended practices and guidelines, and their enforcement as required by the Civil Aviation Rules 1994.

Processes & Activities

The primary role of this section is to enhance and promote aviation safety through effective and up-to-date airworthiness regulation and by encouraging industry to deliver high standards of airworthiness. Airworthiness activities are regulated through various processes, taking into consideration all aspects of the airworthiness which have an impact on aviation safety. These processes include registration of civil aircraft, certification of aircraft design and built standards, licensing of aircraft maintenance engineers, approval of relevant organizations, development of standards and safety investigation. Department of Aviation Security (AVSEC)

The Somaliland CAAA   established the Department of Aviation Security (AVSEC) to meet the requirements
established by the Convention on International Civil Aviation Organization-
ICAO Annex 17 and other Annexes related to aviation security such as Annex 2, 6, 8, 9, 10, 11, 13, 14 and 18.
The Department of Aviation security (AVSEC) is one of the Departments under the office of Director of Civil Aviation and regulations.

Functions & Responsibilities

The Department is saddled with the responsibilities of security oversight of the aircraft, and aircraft operating environment. Its prime outputs include:

  1. Ensuring that aerodromes and airspace in Somaliland are secure in accordance with the Convention on International Civil Aviation Organization and the Somaliland Civil Aviation Regulations (SL.CARs).
  • Developing and maintaining the National Civil Aviation Security Programme of Somaliland;
  • Defining and coordinating the tasks for the implementation of the various aspects of the National Civil Aviation Security Programme between agencies, airport operators, aircraft operators and others allied services(Inflight Catering Operators, Ground Handling and Cargo operators, Fuel Farms, AVSEC service providers, etc.;
  • Making available to airport operators, aircraft operators and others concerned, in its territory, a written version of the appropriate parts of the National Civil Aviation Security Programme;
  • Reviewing and maintaining the effectiveness of the National Civil Aviation Security Programme, including re-evaluating security measures and procedures, as required by changing circumstances, or following an Act of Unlawful Interference, and taking action necessary to remedy weaknesses so as to prevent recurrence;
  • Reviewing and approving airport and aircraft operator security programmes, Security Service providers and other stake holders to ensure programme adequacy and monitoring their implementation to ensure continuing effectiveness;
  • Ensuring that airport security services at Egal international airport and Barbara airport/Borama Airport/Erigabo Airport/Lascanood Airport are provided with the necessary supporting facilities including office space, telecommunications equipment, and appropriate security equipment and training facilities;
  • Developing and issuing comprehensive national regulations and directives relating to civil aviation security;
  • Developing, implementing and maintaining a National Civil Aviation Security Training Programme, through the establishment of training standards, and by approving aviation security training programmes of individual agencies and organizations;
  • Set standards, coordinate the assessment and ensure Certification of Aviation Security Screeners in Somaliland in accordance with ICAO and (SL.CAR).
  • Promoting aviation security through the development and implementation of a National Civil Aviation Security Quality Control Programme, which would encompass security surveys, inspections, testing, exercises and audit monitoring of standards and operating procedures of aerodrome operators, aircraft operators and other service providers;
  • Collecting and disseminating information on threats of Unlawful Interference to Civil Aviation to the appropriate authorities; making such information available to other regional States and the International Civil Aviation Organization.
  • Monitor intelligence and information relative to the short and long-term threat to civil aviation in Nigeria, recommending and/or making adjustments to the requirements of the Programme to ensure that countermeasures contained therein at all times reflect that current threat level;
  • Assess prevalent Security techniques and measures at Airports/stakeholders and Identify Aviation Security trends for the purpose of International and National Aviation development
  • Evaluate Aviation Security incident/breaches and review and recommend appropriate Aviation Security technology and or sanction in conjunction with NCAA legal department
  • Coordinate the security aspect of Facilitation and manage Aviation Security Database in Somaliland.
  • Disseminate and monitor compliance to International/National security directives and information relating to Airports, Aircraft operators, Cargo and dangerous goods handlers as well as coordinate inspections of cargo security and dangerous goods for Airports, Airlines and Cargo handling companies.
  • Monitor changes to ICAO Standards and Recommended Practices in the Annexes to the Chicago Convention and the requirements of other States with which Somaliland  has direct aviation links, recommending and/or making adjustments to the national programme to ensure that countermeasures contained therein at all times, reflect the international requirements;
  • Establish and promulgate “standards” for security of civil aviation, to cause these standards to be applied by aircraft and aerodrome operators, air traffic services provider, providers of aviation security services, air cargo agents and other stake holders of the aviation industry as the circumstances may from time to time require;
  • Control the activities of aviation security services by applying ICAO security procedures accordingly;
  • Consider proposed aircraft operator, aerodrome operator and other stake holders security programmes required under the Regulations for approval, amendment, or extension;
  • Monitor implementation of approved programmes and standards, and to advise the Authority on its aviation security audit and monitoring programme;
  • Investigate and review civil aviation security related accidents and incidents;
  • Maintain and review programme of contingency plans for dealing with security related emergencies;
  • Provide aviation security information and advice to the Authority, and other relevant stakeholders;
  • Carry out vulnerability assessment of international and domestic airport security systems to confirm that the aviation security activities of aerodrome operator, aircraft operator, security services providers and Government agencies involved are coordinated and mutually supportive; and
  • Conduct an assessment of all airports and  airlines operate scheduled flights in order to:
  • i. ensure standardization and compliance with ICAO SARPs;
  • verify the effective implementation of security measures; and
  • Safe operations of Somaliland registered aircrafts.
