The role and job description of the Somaliland  DCA

  1. To promote safety of the civil aircraft, by assuming the competence of Airborne, ground crew a and Air Traffic Controllers.
  2. Co-ordination of air operations flight procedures.
  3. The Adequacy and management of airports and airstrips.
  4. To inspect airports, aircraft movement surfaces and to ensure the adequacy for safe operation.
  5. Develops and records, under the jurisdiction of the aviation authority, leading fees, rented rates, commissions and other charges for the national airports.
  6. Participate fully in the investigation accidents and incidents as required.
  7. To establish and co-ordinate the civil aviation’s depart medium.
  8. To issue landing and over flight permissions for all flights, with the general manager of Somaliland civil aviation authority.
  9. To establish and issue security and facilitation, policies procedures and directives,
  10. To monitor  the flight safety  divisions
  • To establish issue and update operational and maintenance policies, procedures, directives, circulars and notices.
  • For the future, to license pilots, Aircraft maintenance, Technicians and other persons engaged in Air Navigation.
  • To register Civil Aircraft and any rights related there of assign registration marks, inspect, issue renew air worthiness certificates.
  • To approve and certify flying and maintenance organizations, repair stations, civil aviation training schools and other facilities related to civil aircraft operations.
  • To approve standing operational and maintenance manual training and maintenance programs.
  • To revoke or suspend any licenses Directorate of Aerodromes and Security
 

The Directorate is responsible for the implementation and maintenance of Aerodrome Standards contained
in ICAO Annex 14 through inspections, licensing approvals, certification and other surveillance activities.
This Directorate is also responsible for the implementation and maintenance of Rescue and Fire Standards
at all Zambian Aerodromes. The Directorate is further responsible for the implementation and maintenance
of Annex 5, 9, 16, 17, 18 and 19 Standards and Recommended Practices.

  • E or certificate for good cause with the consultations with the General Manager of civil aviation authority.
  • To coordinate accident investigation, related to civil  aircrafts operations with the approval of the general manager of the civil aviation authority.
To monitor and control over all activities of the Airport operations such as the following:
  • To approve the operational requirement for the implementations of the provisions, of  ATC and  Navigation aids , AIS, communications and rescue and  fire fighting.
  • To determine, establish and issue operational policies standards procedures, directives and instructions for the SAR,ATS,COM and  rescue  and firefighting services.
  • To notify and enforce areas designated, and specified as restricted prohibited and danger areas,  in coordination with  general manager of the civil aviation authority, so as to  ensure the safe and sufficientutilizations for the Airspace.
  • To  grant  or  withhold  exemptions  and  waivers from  the  rules  and regulations, promulgated in the interest of safety.
  • To Establish and approve training courses and programs of ATC,AIS, COMM.SAR and firefighting personnel.
  • Provide methodological services, for the purposes of ensuring the safety and  contributing  to efficiency of aviation.
 
TO CONROL AND MONITOR THE DUTIES AND ACTIVITIES OF AIRPORT MANAGERS  SUCH US THE FOLLOWING AIRPORT MANAGERS DUTIES:
  • To prohibit baggage by an aircraft and deny access, to any person or passenger to the terminal or from the boarding  an aircraft for justifiable security reason.
  • To coordinate and direct the law enforcement function the airport with the concerned government agencies.
  • To issue or suspend permanent and  temporary  passes  to the restricted areas, of the airports for persons and vehicles.
  • To issue V.I.P, lounge permit in coordination with the government concerned authorities.
  • To determine parking areas and control the movement of person and vehicles in  and around the airport.
  • To procure, distribute and control non stock material and supplies, with in   the petty cash  limit  and to acquire services, required for operation and maintenance of the airport.
  • To approve transport services request in accordance with the relevant regulations.
  • To deny departure clearance to aircraft, when requested by concerned authorities.
  • To determine and coordinate the action to be taken, during emergency situation at the airport, by concerning and implementing the ERP manual procedure.
  • To market and negotiate the lease of  property advertisement and service spaces in accordance with establish policies , procedures, and standards
  • To represent the general manager of the civil aviation authorities, on all matters related to the activities of the airport.
  • Develops and records under the jurisdiction of the civil aviation authority, leading fees , rented commission and other charges for the national airports.
 
  1. To establish and maintain reliable policies for the prevention, detection, supervision and investigation of un law full acts against the airport and its facilities.
  • To admin and control the activities and duties of the securities department through the standard procedures.
  • To set the training policies of the  security department as per the standard security  training models and  recording the  staff training  records accordingly.
  • Setting the procedures for recruitment and performance evaluation by implementing the general civil aviation manager and the relating departments.
  • To  check and evaluate material used to protect the airport and facilities               ( equipment, documentation and supplies)
  • To over control and evaluate  the ELEMENTS OF PHISICAL BARRIERES:
  • Fencing and gates:
  • Lighting
  • Natural obstructions
  • Buildings(walls, roofs, manhole covers, grilles, bars, doors and windows, and other maintenances of the terminal)
  • Locks and alarm system
  • Card readers and other electronics access system.
